Other General Guidelines
While identifying the beneficiaries,
sufficient care shall be taken to maintain the equity
in covering the beneficiaries from all the sub - castes proportionately within the SC community as far as possible.
In respect of the schemes covered under Gram Sabha & Ward Sabha for selection of beneficiaries, it is mandated that the proceedings of the Gram Sabha shall be Videograph from beginning of the Gram sabha till the end and the MPDO shall send a copy of CD to the District Administration.
The beneficiaries who have received financial assistance previously from SC Corporation in the last five years are not eligible. However, the beneficiaries who have taken the financial assistance and repaid the loan portion are re-eligible for availing the assistance after the completion of five years. The EDs shall cross check with the data base of previous years thoroughly before sanction of the schemes (Food Security Cards).
Priority shall be given to those who were not availed assistance from the Government previously. In case of non-availability of fresh candidates in the Mandal, candidates who were availed loans before 2014-15 may be consider. Basing on the need and requirement.
Sufficient care shall be taken to ensure that there is no duplication in sanction of scheme for same beneficiary from different agencies.
Within the sector, the targets given for sub-schemes are inter- changeable depending on the demand / non- availability of beneficiaries under particular sub-schemes.
Across the sectors, targets are transferable from one sector to the other as per the local demand & need with the prior approval from the VC & MD.
The District Collectors / Chairmen are permitted to reallocate the left over target in a mandal to other Mandals, in case of non-availability of adequate eligible candidates in the Mandal, so as to cover 100% given target in the District without deviating other guidelines.
The VC & MD is the competent authority to allot the additional targets to any district from unspent balances in order to achieve overall physical and financial targets at State level.
Financial achievement is more important than Physical Achievements. The District SC Society must concentrate on the Financial Achievements in true spirit.
In case of bank linked schemes - It shall be ensured that only asset-oriented & viable schemes are selected, and per capita investment should be not be less than Rs 1,00,000/- per beneficiary in sanction and grounding of the units under any circumstances.
District Society must ensure to mobilize EMF funds from local bodies (ZPP/MPPs etc) at District Level for effective implementation of Minor Irrigation and Other Schemes under SC Action Plan.
Under Minor Irrigation Sector, the Submersible Pump sets, Electric Motors and Oil engines should be purchased on approval of the District Purchase Committee (DPC) from approved firms/Govt. recognized Firms or from their authorized Dealers. The supply of accessories should be ensured as per the NABARD norms.
In the case of financial assistance to vulnerable groups, the scheme unit cost is indicated at Rs 1,00,000/- per unit.
There is no bar to consider the schemes with higher unit cost subject to specified funding pattern under innovative schemes.
The EDs shall motivate all the beneficiaries to
“
INSURE”
all the assets purchased under the sanctioned and grounded schemes / units.
Verification of the grounded units / assets shall be done at each mandal / municipality level by constituting the special teams in this regard at district level, after grounding of units two periodical internals.
In case of land based schemes i.e., minor irrigation sector / schemes pertaining to rehabilitation of bonded labour / jogins / manual scavengers (prohibited activities) - the Dist SC Societies are empowered to tie up with earmarked funds (EMF) as specified in order to reduce the bank loan burden subject to availability of earmarked funds with Dist SC Societies.
The districts with additional funds under the head EMF can send proposals for additional targets under the schemes should there be demand, for consideration.
In the case of rehabilitation of vulnerable sections, particularly to fresh cases of bonded labour, jogins, atrocity victims & manual scavengers etc., where the bankers are not coming forward to give loans for any specific cases on valid grounds, those specific cases may be referred to VC & MD for grant of permission to allow the EMF or Beneficiary contribution or any other local resources in place of bank loan based on merits, subject to availability of funds at the District level.
