Animal Husbandry units in SC Constituencies:
Milch Animals
At present the Self-help groups at village level are taking up dairy activity successfully as one of the income generation activity. In some districts, they are also marketing the milk procured from the farmers at village level. Hence it is decided to extend this scheme to SC individuals with the support and guidance of Animal Husbandry Department and SC Corporation by supplying of high yielding milch animals.
Milch animals scheme is most viable and can be extended to the SC beneficiaries having atleast ½ acre land to grow fodder. However, this is not mandatory if the beneficiary is truly willing to develop on Milch Animals and can able to feed the animals by purchasing fodder. This scheme can be taken up in a cluster approach where milk route is available with assured market tie-up. The dairy development federation has agreed to support for market tie-up for procurement of milk from the beneficiaries. The Animal Husbandry Department and Dairy Development Federation will be involved for providing EDP and other required support to the beneficiaries to maintain the animals in healthy conditions and collecting milk on a remunerative price.
The Government vide G.O.Ms.No.1, SCD(SCP) Dept., dt.14.05.2020 have issued guidelines for procurement of Milch Animals (Mini Dairy) under Pilot Project as per SC Action Plan 2018-19 – Permission to relax the transfer of subsidy amount to EDs, A/c instead of applicants / beneficiaries Account.
Constitution of the following State Level Procurement Committee and Mandal Level Purchasing Committee for purchase of Milch Animals as below:
State Level Procurement Committee
The VAS, TSCCDC Ltd., - Convener cum Member
Officer from Dept., of Animal Husbandry - Member
Executive Directors, DSCSCDS Ltd., - Members
of (2) Districts (Nominated by VC & MD, TSCCDC Ltd.,)
The State Level Procurement Committee will ensure to pool up the information location wise availability of Milch Animals in various States and for arrangements of Milch Animals to Mandal Level Purchasing Committee through TSCCDC Ltd., so that the Mandal Level Committee will purchase the Milch Animals along with beneficiaries. The State Level Committee may vary from District to District.

The Executive Directors, DSCSCDS Ltd., of concerned Districts shall ensure on the receipt of the information from State Level Procurement Committee i.e., Location Breed, No. of Animals available in various States, to the Mandal Level Purchasing Committee and in turn they shall take action accordingly to coordinate with the members along with beneficiaries.
Places of Procurement
: Haryana, Uttar Pradesh, Maharastra, Karnataka and Tamil Nadu.
Type of Breed
: The Milch Buffaloes of Murrah Graded Murrah and Cows of Jersey and HF shall be purchased as desired by beneficiaries. Only 2

lactating Milch Animals / Pregnant Animals shall be purchased. Detailed implementation guidelines are issued vide Lr.No.PP/1974/Dairy/TSC/2019, dt.17.09.2020 for Mini Dairy Milch Animals Programme.
